Gallifrey fic, hurray! This is wonderful so far. Everyone is so wonderfully in character and it's terribly interesting.

Yes, as already mentioned, Monans are blue (Torvald makes a comment in the first few minutes of 1.1 about 'your pasty blue flesh'), although I can't remember anywhere specifying a number of arms. Although a Monan did wear a skin suit to pass as a human. But he could have just folded his extra arms in front. Also, it's the Warpsmiths of Phaidon who wear host bodies.
