I'm going to comment before reading, first to say that SO EXCITING GALLIFREY FIC YAY! And second to say that YES, Monans are blue and I had the same problem with thinking it but not being able to confirm, but I've been re-listening and knew to look out for it this time and Leela says it. In the very first ep, I think? She calls a Monan spy "the blue man," I believe.
